The Ministry of Health today (Wednesday) published for the first time the 2024 Health Plan Support Funding Implementation Report as part of its policy to strengthen healthy competition among health plans in the quality and availability of services, and to enhance transparency and responsible management of public healthcare resources.
The report presents the support funding programs used by the Ministry of Health to advance its policy goals, including four key programs addressing the Ministry’s core priorities: mental health, expanded child development services, the promotion and expansion of multidisciplinary day rehabilitation services, and funding for new community-based residency positions. In 2024, health plans received funding under 35 different programs, totaling approximately 3 billion NIS.
The purpose of publishing the report, which details the support programs, their objectives, eligibility criteria, actual allocation of funds, and performance and outcome data, is to provide the public with transparency regarding the activities of the health plans and to encourage ongoing service improvement. To promote healthy competition among health plans in selected service areas, the report includes comparative performance data in programs central to health plan operations. The report was prepared by the Planning, Budgeting, and Pricing Division of the Ministry of Health, with assistance from the Ministry departments and units responsible for administering the programs.
Support funding programs are a budgetary mechanism based on the Ministry of Finance’s procedure for allocating state budget support to public institutions, ensuring that government resources are distributed according to equitable, objective, and transparent criteria. In the healthcare system, these programs also serve as a strategic tool for advancing national health policy and strengthening the public healthcare system. They function as a supplemental funding mechanism alongside the primary budget allocation provided to health plans through the national health benefits package.
