The government today (Sunday, February 15, 2026) approved the National Outline Plan for Agro-voltaic Facilities (TAMA 1/24). The final approval follows the approval of the National Council for Planning and Construction about a month ago, and constitutes a historic step towards integrating clean electricity production with active agriculture and safeguarding food security.
The government today granted final statutory validity to the National Outline Plan for Agro-voltaic Facilities, a strategic move led by the Ministry of Energy and Infrastructure and the Planning Administration.
The plan comprehensively regulates for the first time the establishment of facilities that combine electricity production from solar energy with ongoing agricultural processing, without any subsidy, thus enabling dual land utilization for both energy and agriculture.
The plan establishes a uniform planning standard that will provide market certainty, enable the establishment of significant-scale facilities, and help Israel meet its renewable energy production targets for 2030 and beyond, while preserving open landscapes and rural areas.
The plan includes clear licensing procedures: the creation of a distinct planning track for agro-voltaic facilities, different from the track for regular ground-based facilities.
Ensuring Active Agriculture: Establishing strict mechanisms and sanctions that will ensure that optimal agricultural processing is a condition for the continued operation of the facility.
Climate Resilience: Providing shade for agricultural crops, which contributes to water conservation and improves crop resilience to changing climate conditions.

In an era of climate change and growing demand for energy, agro-voltaic technology allows for the preservation of open spaces and prevents them from becoming solely infrastructure facilities. The approval of the plan is a significant milestone, but it is part of a broader initiative that we are leading within the regional plans being advanced these days. In each regional plan, we will examine the suite of energy solutions suitable for the area, according to its needs and characteristics, to ensure efficient land utilization and infrastructure solutions tailored to the nature of each region.”
The plan was advanced in accordance with the government’s decision and a comprehensive policy document prepared in cooperation with all stakeholders, with the aim of ensuring that Israel moves towards a green future without compromising its agricultural assets.
